Located in Las Palmas, Florida at the Jersey's Sports Bar. Look for the gambling crime ring on the southernmost island, then approach the building from the east to find a small room. He can be found there. Safecracker and Engineer with Expert Gun License.

Located on the roof of the building across from Corman's Drive-In, in Florida. Check the rooftop nearest to the Corrupt Official (Joey Katz). Arsonist and demolitions.
